Roman Dmowski, Polish statesman, who is soon to become Foreign Minister, is the author of the apparently paradoxical statement that Jews in Poland enjoy all civil rights, but may nevertheless be subjected to discrimination in the higher seats of learning by the operation of the numerus clausus.
Poland has no Jewish question, Mr. Dmowski declared in an interview, since the Jews, in common with other Polish citizens enjoy complete civil liberty. As to the percentage norm, it is “exclusively the concern of the government” and as such is not open to criticism by private people, he said.
