The council of the League of Nations, without debate, endorsed the resolution adopted at the meeting of the sixth commission last October, which expressed the hope that states not bound to the League by legal obligations regarding minorities will nevertheless observe the principles of justice and toleration in their treatment of minorities.
The resolution, which was adopted with an eye towards Germany, had been expected to arouse a great deal of discussion at the present meeting of the council. However, the Spaish representative, who had been appointed rapporteur, advised that it would be inappropriate at the present juncture to submit proposals regarding the questions involved.
