The principle of advisory budgeting, which will be presented for approval at the 1946 General Assembly of the member agencies of the Council of Jewish Federations and Welfare Funds, has the support of a clear majority of the members of the Budget Research Committee, its chairman Jacob Blaustein said in a statement issued today.
Mr. Blaustein made this comment in reply to a statement by the newly-formed Committee to Oppose National Budgeting, that the Budget Research Committee which was appointed by the Council board of directors to conduct a fact finding survey had voted overwhelmingly against the proposal.
Mr. Blaustein charged that there are other errors in the press release of the Opposition Committee, but added that it is premature to discuss them at this time. “The decision of the Council to present the issues of advisory budgeting to the 1946 General Assembly will allow all interested parties sufficient time for the democratic process of consideration and crystallization of opinion,” he said. “Meanwhile, the subject will be properly and objectively presented by the Council to the member communities and it is hoped that they will be permitted to exercise–and will exercise–their own judgment based on their needs without undue pressures from forces outside the communities.
“The Council also plans in advance of the Assembly to confer further and fully on the issues involved with national and overseas agencies,” Mr. Blaustein continued. “To say the least it was premature at this time for any one of these agencies to have stimulated the creation of an opposition committee.”
