The Upper House of the West German Parliament yesterday approved a bill sponsored by Chancellor Konrad Adenauer’s Cabinet imposing fines and penalties for defamation of national, religious and racial groups.
The measure now goes to the Lower House. If it is approved in that chamber, it will then be sent back for a second and final approval by the Upper House. The bill, providing stiff penalties for attacks on racial and religious groups, was introduced by the government following the recent waves of anti-Semitism throughout Germany.
