The House Foreign Affairs Committee voted 16-5 today against a move to cut $500 million from the $2.2 billion emergency military aid bill for Israel requested by the Nixon Administration. The overwhelming defeat followed a closed door briefing of the committee by Assistant Secretary of State for Near Eastern Affairs Joseph J. Sisco. Meanwhile, a fight was shaping up in the House Appropriations Committee to reverse the action of its subcommittee, chaired by Rep. Otto Passman (D.La.), which last week cut $500 million from the Israel aid bill. The full committee will meet tomorrow. The attempt to push through the same cut in the Foreign Affairs Committee was made by Rep. Lee Hamilton (D.Ind.). The Foreign Affairs Committee must approve the authorization of legislation setting a ceiling and conditions for the money approved by the Appropriations Committee.
