Thouands of Jewish emigrants are in indescribable distress through the operation of the immigration quota law in the United States.
The majority of the distressed wanderers have been hit hard through the exhaustion on November 1st of the Russian quota. At Cherbourg alone 700 emigrants are gathered unable to proceed to America. There are among them 400 Palestinians and Russians who have just learned that the Russian quota is exhausted not to be reopened before July, 1924. Unable to remain where they are, they may not continue on their way to America and cannot for the most part return whence they came.
Part of the blame necessarily attaches itself to the agents of the steamship companies who did not seem to have been informed of the state of the quota and encouraged the wanderers to proceed.
