The progress in Palestine since 1920 is pointed out in a White Paper issued by the British Colonial Office “in order to give an idea of what was done during the last four years in paving the way towards a new era of colonial development and to show the progress in the Colonial Empire.”
In 1920, the White Paper states, Palestine was in a disturbed, impoverished condition, with few good means of communication, and provided practically no beneficial service to the inhabitants of the country, whereas today order prevails, there is an excellent system of main roads and large sums were spent for the direct benefit of the population, on education, health and other social services.
In a foreword by Colonial Secretary Amery, he states: The Colonial Empire comprises whole territories under the control of the Colonial Office, with fifty millions of population and 500 millions in annual trade. Although the immense diversity of forms of administration and political organization allows no uniformity, still the colonies possess a certain unity derived from the underlying basis of administration though and method.
