Ambassador Simcha Dinitz arrived here from Washington today to take part in the talks with Secretary of State Henry A. Kissinger who is due in Jerusalem Thursday. He said the U.S. government is fully aware of Israel’s position not to negotiate with the Palestine Liberation Organization or with any party that might hand over the fruits of negotiations to the PLO. There is no indication that the U.S. is pressing or suggesting that Israel change its position and no confrontation between Israel and the U.S. whatsoever on this issue, the envoy said.
Dinitz refused to comment on the substance of his meeting with U.S. Secretary of Defense James Schlesinger beyond saying that cooperation in areas that involve the Pentagon was fine and satisfactory. Unconfirmed press reports in Washington several days ago said that Schlesinger had agreed to, and President Ford had approved, an expended program of military assistance to Israel. The Pentagon, however, said it could not confirm this.
